Texas Legislation to Protect Expensive, Unhealthy Natural Gas Use in Buildings

Cities across the country are phasing out natural gas in buildings. This will combat climate change, improve indoor air quality and make homes and businesses more affordable.

The gas industry is fighting back in many states with legislation to stop cities from phasing out natural gas. In Texas, three bills have been filed – HB 1282 by Rep. Deshotel, HB 884 by Rep. Harris, and HB 1501 by Rep. Dean. These bills are a problem for cities and counties that are encouraging affordable electrification. HB 1282, the worst of the bills, has broad language that bans any local effort to limit which energy sources, including gas, can be used in a building.

The gas industry will tell lawmakers whatever they want to hear to gain support, but the truth is that natural gas is bad for the climate, bad for the health of our families and more expensive.

I’m disappointed to see that bills are being filed to prevent cities and counties from taking action to encourage affordable electrification of buildings. I urge you to oppose HB 1282, HB 884, HB 1501 and any other similar bills that are filed. No Texas city or county has actually banned buildings from using natural gas, but they should be allowed to use every tool to do what’s best for their residents. Some cities in Texas are pursuing electrification as a strategy for municipal buildings, others are offering incentives to go electric, and some are looking at long-term electrification goals. Thanks to advances in technology – particularly heat pumps – all-electric homes are now the most affordable option. Electric homes are also healthier to live in. Natural gas appliances – especially stoves – create unhealthy indoor air pollution that causes to asthma and other respiratory diseases. Phasing out natural gas for new buildings and providing affordable solutions to retrofit existing buildings will be good for our families. Please oppose HB 1282, HB 884, HB 1501 and any similar legislation. I look forward to hearing from you on this issue.
