The Pedernales Electric Cooperative (PEC) is getting ready to conduct a “value of solar” study ahead of another possible vote on rates for members with solar this fall. The outcome of this study could determine whether the co-op persists in trying to raise rates for members with solar at their homes.
Conducting a value of solar study is a great first step, but it’s essential that the study be fair and include all the benefits as well as the costs. Many of the benefits accrue directly to the utility, while some — such as environmental and economic development benefits — apply to the community at large. PEC staff have indicated that they may not include those benefits that aren’t directly saving the co-op money, but that’s not in line with co-op principles, which include “Concern for Community — Cooperatives work for the sustainable development of their communities through policies supported by the membership.” PEC recognized the importance of protecting the environment at least as far back as 1981, when the board adopted an Environmental Policy.
